Why don't you just ask him what he means by it? He is obviously pining for your attention, but you are unsure if his intentions are good, or bad, or neutral, whatever! The best path is the one that runs straight to its destination.
Could he be saying "mija"? Mija is a contraction: mi+hija.

- You obviously spark something into his life, and I would take this as a positive experience. Mostly take it this way for him. ..I couldn’t imagine myself really enjoying life if I had to live in a nursing home, could you?
- Throughout your life, you have your capacities to pursue your interests, to live in your own home, to be self-sufficient.
- Then for whatever reason, you must be admitted into a facility because you are showing signs of loosing those abilities, that you must depend on someone else. Plus, it’s no longer your own home, but a residence that most probably resembles a hospital – a place where there’s disease and death.
- From what you’re saying, he doesn’t seem to be truly demonstrating any rude behavior or bad intentions. You are in fact your daughter’s ‘Mommy’ and he thinks of you as a good friend, so he’s trying to maintain a human connection with what the little he still has left.
- So, he’s mews at you like a cat, does it make you feel uncomfortable or just confused because you’re unsure? I think he just enjoys seeing something that brightens his mood, and he just can’t help but to be playful, like a cat who for no reason plays a trifle from time to time.
- Let him enjoy his game as long as you aren’t feeling compromised, you are probably one of the only joys he has left to him.
If he is saying "meow" like a cat, sorry to tell you that in Argentina we call "gatos" o "gata" to a prostitute. In that case, he's being offensive.

Well, he may not be saying "meow" at all. You, after all, are simply transcribing what you "think" you hear...Well, of course it is what you hear.
But is he not speaking Spanish?
I can tell you that if a native Spanish speaker would look at some of what I transcribe from my audio book "Pepe Carvalho y una desconocida" that person would probably laugh out loud. I can tell you it often makes no sense at all!
This fellow may be beginning his exclamation with "Mi"...(my) just as with "Mi amiga"...But what the "ow" might be the beginning of, I haven't a clue.

Either he is trying to be sexy in a crude way or he is mentally ill. Ummm ,maybe he is just mentally ill in either context.
If he is Meowing at you like in a suggestive way then it prolly means he likes you, but one can never tell... if hes just meowing at you like a cat then he's probably doing it just to annoy you if he knows it bugs you... Ignore him would be my advice.
