Las frases son iguales. Creo que decimos «he travels a little» con más frecuencia. En lugar de «he travels little», creo que es más común decir «he doesn't travel much».

Creo que la diferencia entre sí es casi lo mismo como la diferencia entre «viaje un poco» y «no viaje mucho».

I would say that both of them are possible....Although, I think they have slightly different meanings. For example if someone said:

Does he travel? you might answer He travels a little

But if someone says

Does he travel a lot? you might answer No, he travels little

I don't know if that clearly explains it, I don't know if I could really explain it at all, but that's the best I can do. Also, from where I am it is more common to say "He travels a little" not "He travels little".
