It means someone forgot the definite article.
As written it means:
Does the Spanish teacher speak in the classroom?
What was probably meant was:
¿Habla el profesor el español en la clase.?
Does the teacher speak Spanish is the classroom?
Note. Normally the definite article isn't used after Hablar and before a language if the language immediately follows Hablar.
Hablo español. (immediately follows the verb)
Hablo bien el español. (separated from the verb).
