A couple of possible options:
¡Qué vergüenza! (Shame!)
¡Qué lástima! (What a pity!)
Depends on the intent of the phrase...'too bad' as in 'it's too bad you lost your job' would be 'Que pena' (which is closer to 'what a shame'..hope that helps?
Actually I think ¡Ni modo! does work. It's not a very sympathetic expression, and often means something along the lines of "tough luck".

thank you, it is in the context of someone saying 'yesterday a tiny slice of pizza cost me one euro and it was awful' and the other person saying ' too bad'. I have found ni modo... does ni modo make sense?
Que Lastima = Too Bad or what pity. Although in my spanish class it has become quite popular to say instead! miercoles
too bad = mas mal
