If the two words were to be said in Spain, you would be able to hear the difference. Typically in Spain, C is pronounced kind of like th. I do not think this is the case in Latin America.

Phonetically there is no difference, however serrado is incorrect despite the fact that a third of the time you see it written it will be with an s.
