Gráciles cimbras (please note the accent Spanish does not use the "grave=à À" accent it only uses the acute=áÁ form)

Gráciles cimbras means delicate/graceful arches

Gráciles = slender; small; delicate; graceful Cimbras = Architectural term denoting arches of stone, brick or wood.

It's the ella that I find mysterious. Does that mean a feminine pronoun (it) in this sentence rather that she/her?

From it hangs twelve delicate, ornamental arches/curves/semicircles carved in stone.

That's because this is only a fragment and "ella" has been probably described before in the text.. - 00e657d4, DIC 15, 2009
