In a literary work, when I'm asking a question within a sentence, yet the sentence itself is not a question, where does the "¿" go?

Example: Entonces hay que preguntarse, qué se puede hacer?

I would assume that the ¿ goes before the actual beginning of the question, rather than at the beginning of the sentence itself as seen here:

Entonces hay que preguntarse ¿qué se puede hacer?

Is this correct?
