di can either mean tell (decir) or I gave (dar).
With decir it would be the 2nd person, singular, affirmative, personal command.
With dar it is the 1st person, singular, preterite tense, indicative mood
the le in an indirect object pronoun that could mean (to) him/her/you depending on context.
In your example, it must mean "tell him/her/you..." because if it was not a command the le would not be attached to the verb.
