I believe "chilo" can mean cool in nothern Mexico, as in a "cool dude", so could this mean "a with it dad".

I'm not sure we have an English equivalent to papi chulo.
Maybe Sugar Daddy... or Mac Daddy... Pimp Daddy, or something like that.
