"Mi doctor recomienda que toma vitaminas cada mañana."

Why does it say "toma," rather than "tome"?

I see that. It's at the 8:32 point in the video, and it is a mistake.

"Mi doctor recomienda que toma vitaminas cada mañana."

This is one of those occasions where using the subject pronoun would not be inappropriate because it removes ambiguity.

I'm not sure what the sentence says in English.

"Mi doctor recomienda que (yo) tome vitaminas cada mañana."

If that were the case then:

"Mi doctor me recomienda que tome vitaminas cada mañana." would seem to be more correct.

"Mi doctor le recomienda que [usted] tome vitaminas cada mañana."

My doctor recommends that you take vitamins every morning.

Since there is no se (one takes) or since it is not tomen (vitamins are taken) I do not think that the statement was meant to be impersonal or passive.

My doctor recommends that vitamins are taken every morning (passive)

My doctor recommends that (one/you) take(s) vitamins every morning. (impersonal)
