How would I say will Bloomberg confront the school problem?

I don't know how to say that, all I know is to use the future.

The word "will" in English is a helping verb which doesn't exist as such in Spanish. You're on the right track, but there are a couple of problems. What you said was

Bloomberg will I confront a school problem?

This would be better:

¿Enfrentará Bloomberg el problema de la escuela?

Alternatively, you could say "is bloomberg GOING to...", which would read:

¿Va a enfrentar Bloomberg el problema de la escuela?
