Yep....it is...which means "I feel it" so you are identifying with the person you to whom you are speaking. It can be used in many places where "I feel it" doesn't seem to fit, but when you are also meaning "excuse me" -like when interrupting a conversation to ask a question- there are other phrases, like "permiso", "disculpe", etc...
