This is a headline from a Venezuelan newspaper. I looked up "mono" and it has a lot of interesting meanings(!) but nothing that fits here:

Industrias Basicas Arrastran "Mono"

Maybe "dragged under"? Or something like English "cry uncle"?

The subheading is that 300 small businesses have been overwhelmed ("asfixiadas"). Any one know? Thanks!

Mono probably refers to monopoly. A monopoly will asphyxiate (asfixiar) small businesses. That's probably what it means.
