It's usually a term of affection that doesn't really have a particular meaning other than that.
Well, there is a vegetable, peas, guisantes... and some are termed sweet peas. But that is not what is meant by "sweetpea". It's more like "sweety pie",

It is used as a term of endearment or even flirtation (flattery) depending on how well you know the person calling you by that name.
