In Spanish, the accents are used in both lower-case (Small letters) and upper-case (Capital letters).

Because "el" means "the" and "él" means "he", this distinction is still required in both lower and upper case letters.

Well, I think the forum here would definitely recommend accenting capitals, but your profile indicates you are fluent in Spanish. So, I assume that in practice, at least in your area, perhaps you and those you have associated with have not generally accented your capitals.

I find that interesting. It is also helpful, for I might then encounter this practice in some handwritten Spanish letters.

I copied this:

7.Although lazy typesetters and other lazy people would love to justify their lack of accents on capital letters, the Royal Academy has never published any rule against accenting capital letters and recommends that words in capital letters carry an accent like any other word.

The meaning is clear, Capitals get Accented like lower case letters
