Please explain to me when I should use "Hay" and when I should use "Estar".

I am having trouble know when to use which.

For example:

Los papeles (hay/están) en la mesa.

I'm sure it is simple. Could someone give me some rules, tricks, tips anything to make it easier to determine which one to use.

Hay means "there are" and están means "are".

Hay papeles en la mesa.

Los papeles están en la mesa.
