"estubiera" is actually spelled "estuviera", and it means a sort of hypothetical "you/he/she were". The entire sentence reads: I would have loved for you/him/her to be here (estuviera aquí) because it's a special date for us.

There is no refernce to "mother-in-law" in the sentence, unless she is the subject of "estuviera".
