It is talking about how they would rather be the brain of a rat than the behind of an imperialist lion.

It is talking about the United States as the imperialist lion and that Latin America needs to unite itself.

The specifics of the beginning I am not entirely sure about because it appears to be about local politics, of which I am unfamiliar.

It's correct the brain of the rat but the "behind" means being a follower of the US, that means, doing whatever they decide to do without questioning it. It also talks about the men that work the land (usually poor) and how everyone needs to be united.
