Do you mean congregational?
Was the question like this? "No, ¿qué desea ud?" They are asking you what you want or wish (to do, to eat, etc. depending on the context), but your answer is up to you!

To answer you could say something like "desearía...tomar una cerveza, ir al cine, irme a casa", etc. Hope that helps! - athegr8, NOV 2, 2009
