what does "tenerse en cuenta" mean
I was reading the news, and i don't understand one sentence as following " sus circunstancias economicas deben tenerse en cuenta antes de que la Union Europa acepte ....

It's similar to:
- To take into account
- To acknowledge
- To keep in mind
One of these three :D
So yeah it translates to something along the lines of: 'Their economic circumstances should be taken into account before the European Union accept... etc.
tener en cuenta means to bear something in mind: "they need to be borne in mind before..." or "they need to be taken into account before..."
sus circunstancias economicas deben tenerse en cuenta antes de que la Union Europa acepte
their economic circunstances must be taken into account before the European Union accept.
