I don't know where they use "pluma," except in every Spanish class of my youth in the U.S. Maybe they use it in South America -- I don't know.
In Spain they will look at you funny if you say "pluma." In Spain they say, "boli" -- short for "boligrafo," which is a ball point pen.
There, "pluma" means something like "feather quill" and is only appropriate if you are asking for a quill pen to use with your inkwell because you want to sit down and sign a document like the U.S. Constitution with a lot of flair.
