I want to download the app for the Spanish-English dictionary to my Windows mobile 6.0 smartphone. How do I accomplish this?

There is no app for that for Windows Mobile 6.0.
But you can access the mobile version of the site through your phone's web browser by going to http://spanishdict.com/mobile
That includes the dictionary.
