Why would one say oiga to a bartender prior to placing order? It translates to he hears.

I think Oiga and oye means hey in the case or it could be listen in the command form.

It is "Listen!" (i.e., it is the Usted imperative form)

When used like this, though, it approximates our "hey!" Basically, it's just how you get someone's attention.

You will also see "oye" (tu form) and "oigan" (Ustedes...plural imperative)

Oir means to hear... So oiga is the command form of oir. It means "Listen."
