I am supposed to make a recipe I know and write it in Spanish. How would you say " 1 pound of dried penne? "

Un libra de pasta penne seca.

To be more authentic you might want to convert this to SI (metric) units

450 gramos (un libra) de pasta penne seca

0,45 kilogramos (un libra) de pasta penne seca

Here penne is not used, we say macarrones. Penne is an Italian word, not used in Spanish as far as I know.
