Suyo vs. mio and nuestro
I'm confused. When do you use "suyo" and "suya" instead of "mio", 'mia" or "nuestro" and "nuestra"?

If someone asks: To whom belongs this dog ?
This dog belongs to him => Este perro es suyo. This dog belongs to her => Este perro es suyo. This dog belongs to me => Este perro es mio. This dog belongs to us => Este perro es nuestro. Perro is a masculine noun.
Now if someone asks: To whom belongs these hands ?
These hands belong to her => Estas manos son suyas These hands belong to him => Estas manos son suyas These hands belong to me => Estas manos son mias These hands belong to us => Estas manos son nuestras Manos is a feminine noun.
The adjective (suyo/suya, mio/mia, nuestro/nuestra) agrees with the noun.

The rule is correct, but it applies to none of your examples. In all of your examples you are using possessive pronouns; not possessive adjectives.
El perro mío es...=possessive adjective
El perro es mío (possessive pronoun)
(usually el mío, but the definite article is dropped after Ser.)

El perro es tuyo = the dog is yours, Es tu perro = it is your dog, No es tuyo es mio= it si not yours it is mine El perro es nuestro = the dog is ours o es nuestro perro = it is our dog. ¿Es vuestro perro? sí es nuestro.= is it your dog? yes it is ours.
