In Spanish to hacer el oso can mean to be/act foolishly or made to feel that way, so it is possible that "Señor oso" takes on this characteristic. Quizas - "Mr. dummy/Mr. fool."
In the Caribbean, the word oso can also be used to describe a braggart or gallant.
Two colloquial uses include (with the first being more common):
Exponerse a la burla o lástima de la gente, haciendo o diciendo tonterías.
Galantear, cortejar sin reparo ni disimulo.
If you were to use the second form then it might mean something like the slang (colloquial?) expression "player."
