It is hoped that the Piano Man will eventually be recognized.

The Piano Man is hoped to be recognized eventually (by hospital officials).

That is not correct english. "will be hoped" does not make any sense at all.

"Hospital officials are hopeful that someone will eventually recognize the Piano Man."

"Hospital officials have hoped that somebody will eventually recognize the Piano Man."

The easiest way to make that sentence passive is to remove the agent.
