It is a false cognate. It does not mean to proportion as in the sense of dividing something between something. That is compartir.

La mamá compartió los dulces entre los niños.

El papá proporcionó suficiente dinero a los niños para ir a la cine.

From my Oxford Spanish dictionary, Proporcion, = proportion. Proporcionado = Proportioned. Proporcional = Proportional. Proporcionar = Provide.

I always tell my English speaking friends how Spanish makes so much more sense than English, and how we can speak faster and know the topic right from the start, but this word does not make sense to me, and I can't remember ever using it in my lifetime either.

I think proporcionar also means "to proportion", but I am not sure.
