Lo crea o no tengo?

Lo crea o no tengo?

I'm reading a popular thriller in Spanish. I'm doing okay mostly but I came on this bit of conversation and can't figure out what it could possible mean. The book has been translated from English and I"m sure it can't be esoteric slang. Here it is. A police detective is looking in the hall of records for documents on missing persons. He asks the caretaker:

--Lo crea o no tengo que ver las fichas de personas desaparecidas entre [dates].

"Lo crea o no tengo..." is that an idiom? Thanx for any help.
