It means you have to be kidding me or you must be kidding me. Esté is the second person formal subjunctive form of estar but the accent is missing in the original post.

What you've typed means "You have to ... You're kidding me". I'm thinking they left out "decir", meaning "to tell". "You have to tell me you're kidding".
