Over here, central heating would normally mean a heating source within a house, ie, calefacción central, serving one family. What the poster is referring to would normally be called "communal heating", ie serving more than one household.

In Spain this is the case in many buidlings, we call it calefacción central - 00494d19, Sep 20, 2009
