Can you say "viva el bolero" as if saying "long live the bolero-dance"?

And how is the word "viva" used in this context if it is a masculine form?

yes, "viva el bolero" = "long live bolero-dance"

"viva" is not masculine, is a verb.

Don't forget that in English you have to provide a noun or pronoun for every verb! So your last sentence should end, "It is a verb." - Stobber, OCT 30, 2009

"viva" is not masculine, is a verb.

Nouns in Spanish show gender. The only time a verb shows gender is when it is in its infinitive form being used as a noun. In that situation it is masculine.

As ismarodi mentions the conjugated verb form has no gender.
