what does that mean? i have a suspicion it means "can i call you rebe?" (i just told this person my name is rebecca), but what is the verb?

I think that's Mexican slang for "cómo estás?". So, if I'm right, the meaning is : how are you, Rebecca?

Quiúbole Rebe?

The spelling is a bit strange. Because it is Mexican slang there is some disagreement about how it should be spelled. It sounds like "¿Cúbole, Rebe? I suspect that the base question started off as "¿Qué le hubo? (¿Qué le pasó? or ¿Qué le ha sucedido?) Appending the pronoun to conjugated verb forms used to be fairly frequent in literature (but not, so far as I know in spoken Spanish). It may, however, had some carryover in certain expressions/in some places. Once you move the "le" to be appended to the verb, the coalescing of "qué hubo" into "cubo" is not uncommon is casual speech.

P.S. sorry about the above indicated pronunciation. I should have agreed with the (phonetic) spelling "quiúbole" (it's a very unusual sequence of sounds in Spanish and I'm having trouble imagining how the typical Spanish speaker would represent it).
