I know what "me gusta" means but I don't know what the "a mi si" part means

That statement "a mi sí me gusta" must have been a reply to someone saying no me gusta so it is non agreement to a dislike for example if you say to me: no me gusta ir al cine and I also didn't like going to the cinema I would reply a mi tampoco= niether do I but, as I do like going to the cinema my reply would be "a mi sí" so it simply means I do (although you don't) but if you said to me that you liked something and I didn't like that same thing my reply in spanish would be "yo no" example: a mi me gustan los datiles repuesta: yo no odio los datiles. = you like eating dates and I don't and furthermore I hate them. A mí sí me gusta is an answer to : I don't like cookies.

In your sentence we would simply change the emphasis in pronounciation:

¿Te gustan las galletas?¿ A me gustan!

Couldn't it also be used for emphasis? Like this:

Do you like chocolate chip cookies? ¡A mi sí me gustan! Yeah, I really DO like those!

You seem to be missing a subject in Spanish or in English a compliment.

a mí=to me (used to emphasize the "I" in I like.)

sí=yes or in this case "indeed" or "truly" or something like that

I, indeed, like .....

Unless someone is saying I like "if".
