In the written exercise in Lesson 2.1 "Manuel le da un perrito a su hermana" becomes "Manuel se lo da", whereas "José les tira las serpentinas a ellos" becomes "José se las tira".

Can I assume from this that "se" is singular as well as plural, masculine as well as feminine?

Yes. Indirect object pronouns do not differentiate between masculine and feminine, and when you change them into "se", this pronoun does not even diffentiate between singular and plural.
