It is some sort of "slangish" Spanglish. In normal Spanish, it makes no sense and it is grammatically wrong all over the place (the last sentence doesn't even have a verb!). That's what it says:
The friends the thing that for? His (traffic) fine thought correct that we have just been. but his OK.
Why don't you try to learn normal Spanish?
