Te extraño = Latin America
Te echo de menos = Spain
From all that I've studied, the diference between te extrano and te echo de menos is in nationality and not in type of relationship. So, one is used in Spain, and the other in Latin America. I forgotten which belongs to which though, sorry.
what is the literal translation of "te echo de menos"? Also, between the two responses from Nikkis, is one or the other used more in the context of a friendship vs a romantic relationship?
