It would actually be "¿Es tu hermana Beth?". In questions, the verb usually comes before the subject, which can be placed at the end of the sentence, or after the conjugated verb.

Although this translation looks and seems correct in English, it would come across as confusing in Spanish (something like "Is this your sister, Beth?"). The correct way would, in fact, be "¿Beth es tu hermana?" (making sure to put question marks around the sentence).
