Soldiers refer to them as "Dear John" letters. It a letter saying that "she" is ending the relationship. I believe now that we have so many women in the military that they now also have a "Dear Jane"" usage.
I would call "kiss off" an invective epithet. In more general usage than in a Dear John/Jane letter it is similar to saying "Get lost"
I don't know if any of this is on topic however, because I only had read enough of the message to get the overall tone as it was in ALL CAPS and hard to read. Is anybody going to tell the poor author of the post what the message says'

Well it´s not vulgar (nor is it a euphemism for something vulgar) but it does suggest a parting (albeit with a kiss) that was intended to be final (and was not filled with regret). Possibly "Lo despedió para siempre con un beso frio (que faltaba de cariño)."
