Is it appropriate to use this word in place of the word incumbent? For example, is President Bush currently the 'titular''

Thank you. I am tutoring ELL high school students from Mexico, and their vocabulary word is 'incumbent'.

i would say yes. titular is used particularly when referring to the holder a post or position. with reference to george bush, presidente would also suffice.
