I also need help with the following statement:
I would prefer to bring the incoming water in at the top of the tank and allow to feed the system pump from the bottom. This will allow for the float valve on the incoming side and should eliminate the possible need to "prime" the system pump.

The CLEAN water tank will need to be periodically cleaned and covered with a top of some type. I would suggest that it should be mounted at or near the ceiling height of the pump room so water can be drawn of by gravity feed but it is filled by the pump.
