He is flirting with you. This is the same the world over, though, not just a Cuban male-thing!
I am not sure, but it might mean just playing or signaling desire of sexual encounter. 
It’s nasty. I lived in Puerto Rico for seven years in my twenties and "it" happened to me twice. Once by a boyfriend who did it as a form of foreplay which at the time I enjoyed. But there was another time when an older man made this same gesture when he was introduce to me. It was latter explained to me by a bi-cultural puertorican male friend of mine that it was a very inappropriate and lecherous thing for any man use his middle finger to caress the palm of a woman's hand during an introduction.
Possibly a member of a Free Mason Lodge? (Masonic Lodge). Free Mason's have a secret hand shake that involves a finger to the palm. It is a universal handshake used to secretly identify a Free Mason to another.
