So, I would translate that to;

Usa pantalones y camisas informales.

OR

él lleva los pantalones y shorts (informal but working spanish)?

the tense of llevar might need to be changed based on your usage of it. er... i think this is right. have someone check it. even in english your sentence doesnt make much sense. you cant wear pants AND shorts.??
