Click on their name below their avatar to go to their profile page. On the bottom left side of the page you will see a link for sending them a private message.

If you want to reply to their specific answer, but it is not a private message, we usually quote the part of their answer that you wish to address or you can just enter their name at the beginning of your reply to them.
