It depends who you are saying it to. For a romantic sense of the words "I Love You" you would say "Te Amo." You would say "Te Amo" to someone who are you in love with, it's very deep. To people you love like family and friends you would say: "Te Quiero." Now you can also use "Te Quiero" with someone you're in love with, during the initial stages of the relationship. It can be understood as a step before saying "Te Amo." But "Te Amo" is seldom used with family and friends.
