I think it would translate as "Pero (but) no puedo (I can't) hacer (to do/do) lo (it)"

Pero, no puedo hacerlo.

Is it correct to combine 'Hacer' with 'lo'? To form 'Hacerlo'?

Yes!! It is a perfect sentence! "No puedo hacerlo" or you can always put the "lo" before the conjugated verb..."No lo puedo hacer". Either way is perfect!
