For this sentence it should be "Me gusta...." - It pleases me very much to live downtown (I really like living downtown)

Using "gustan" (plural) would require that you be talking about more than one thing that you find to be pleasing. For example, look at the following

Gustar with a noun (manzana) as the subject of the sentence

"Me gustan las manzanas" [plural]

"Me gusta la manzana" [singular]

Gustar with a verbal noun as the subject of the sentence [singular]

"Me gusta nadar" - Swimming is pleasing to me (I like swimming/to swim)

"Me gusta bailar" - Dancing is pleasing to me (I like dancing/to dance)
