can we say as following? :
...pude realizar mi sueño de conocer esa ciudad tan fascinante y tan romántico con mis propios ojos, ...

Either would be understood, but the first one sounds better. With my own eyes modifies to know so the closer that it is located in the sentence to that word, the better.
By the way, ciudad is feminine so romántica
