Does this phares use estar or ser? Why?

just try to remember ser is sticky, estar is temporary.
Much better, do a search for threads about "ser" and "estar" (there should be hundreds, although they may not all be indexed for those keywords). The "permanent" ("sticky") vs "temporary" rule will get you the right answer about 50% of the time (as will tossing a coin) but it will not help you to understand why one uses ser/estar.
P.S. On the human time-scale, the location of Honduras is permanent (or do you, perhaps, expect some major shifting of the continents (parts of continents) sometime soon?
estar. It is talking about the country, just try to remember ser is sticky, estar is temporary.
