en Colombia se habla de un paraestado, ¿cómo se puede traducir este término en inglés?

The mingling of the drug dealers with the paramilitary and the guerilla, their reach into the political institutions made it posible to have something similar to an "alternate state" which we call in Spanish "paraestado". What word could translate into English as such? Thanks.

Puerto Rico is a "Estado Libre Asociado"
I would say "parallel state"
